Bios:

Keith Foxx, P.E., PMP, CCM is Principal at FOXXSTEM, a civil and structural engineering firm headquartered in Washington, DC that provides construction management, program management and engineering design support services for infrastructure projects in transportation, water and energy sectors.  He is a professional civil engineer licensed in Washington, DC, Virginia and Maryland.  Keith has over 20 years of experience in planning, designing and executing major infrastructure projects in the DC metro region, Pennsylvania and West Virginia including seeing projects through construction as a consultant construction manager. He has both public agency experience at the District Department of Transportation and Fairfax County Department of Transportation, as well as, private industry experience working for one of the local DBE engineering firms and one of the larger regional engineering firms.  Some of his noteworthy and relevant projects include the overall initiation and management of the DC Powerline Undergrounding (DC PLUG) program, Pepco Capital Grid, I-495 HOT Lanes, St. Elizabeths East Campus Infrastructure Improvements and Sherman Avenue NW among many others.

Keith is a Howard University graduate from the School of Engineering, advocate for STEM programs, mentor, former Chair of the Board for the American Council of Engineering Companies (ACEC) of Metropolitan Washington and a member of the Fairfax County Public Library Board of Trustees. He was a panelist at DC NUCA’s First Utilities Forum in January 2014.

Boushra Soliman is the Director of Project and Construction Management at Pepco, bringing over 20 years of experience leading cross-functional teams to deliver complex infrastructure projects on time and within budget. He currently oversees a team of project managers, construction managers, and engineers across Pepco Holdings, driving operational excellence and ensuring the successful execution of critical initiatives.  Boushra’s expertise spans strategic planning, risk management, and stakeholder engagement. He is known for his hands-on leadership style and commitment to mentoring others, believing that knowledge-sharing and leading by example are essential to building a strong, capable workforce.

Originally from Egypt, Boushra moved to the United States in 1999, inspired by the enduring legacy of the engineering marvels he grew up around. That vision continues to guide his work today—building an electric grid that will serve future generations with the same resilience and longevity. He holds a bachelor’s degree in Electrical Engineering from the College of Staten Island, NY, and is a licensed Professional Engineer. Since joining Pepco 18 years ago as an entry-level engineer in Distribution Engineering, Boushra has held roles across Central Engineering, Distribution Standards, New Business, Capacity Planning, Transmission & Substation, and now Project Management.  Outside of work, Boushra finds joy in watching his team succeed, spending time with his wife and four children, and cheering on Liverpool FC. He also enjoys playing soccer when time allows.

Brendan Gamble has been with Washington Gas for over 15 years and currently has the role of Senior Director of Engineering.  His team directs the engineering and design of new business and replacement projects for Washington Gas’ service territory.  Prior to this role he held numerous roles of increasing responsibility in the Construction department executing new business growth and the replacement of targeted distribution infrastructure via contractor management.

Richard Kenney was appointed Deputy Chief Engineer in March 2017.  He previously served as the Program Manager for the Infrastructure Project Management Administration’s Team 1 for 5 years leading capital projects in Wards 1 and 2. His portfolio comprises approximately $1 billion in projects including the South Capitol St/Frederick Douglass Memorial Bridge, the Benning Road and Streetcar Project, the H Street Bridge Replacement, and the Theodore Roosevelt Memorial Bridge Rehabilitation.

Mr. Kenney holds a Master of Business Administration from the George Washington University and a Bachelor of Science degree in Civil Engineering from Northeastern University where he graduated Cum Laude. He is a registered Professional Engineer in the District of Columbia, and Arizona with over 26 years of experience in Bridge and Roadway project design and construction administration. He is also a certified Project Management Professional. In his spare time he enjoys biking and running on the District’s many bike lanes and trails, most notably the Anacostia Riverwalk.

Ryu Suzuki serves as the Director of Wastewater Engineering at DC Water, where he oversees the planning, design, and construction of pump stations across the District as well as Blue Plains advanced wastewater treatment plant. Prior to his current role, he served as the Process Engineering Manager at Blue Plains, where his responsibilities included ensuring permit compliance, evaluating the effectiveness of the treatment plant holistically, and optimizing complex process areas such as thermal hydrolysis, sidestream treatment, and the wet weather treatment facility.

Ryu holds a bachelor’s degree in Civil and Environmental Engineering from the University of Wisconsin-Madison and a master’s degree in Environmental Engineering from Michigan Technological University. He is a licensed Professional Engineer in DC and an ABC Class IV Wastewater Treatment Operator. Before joining DC Water, he served as a Peace Corps Volunteer in the Republic of Panama.
