Moderated by industry expert, Keith Foxx, P.E., who will engage leaders from DC Water, DDOT, PEPCO and more. Hear first-hand what the new federal infrastructure funding means for our local contractors in the DMV.  Have a chance to network and exchange best practices with other contractors and associate members over lunch.

Speakers:

Keith Foxx, P.E., PMP, CCM is Principal at FOXXSTEM, a civil and structural engineering firm headquartered in Washington, DC that provides construction management, program management and engineering design support services for infrastructure projects in transportation, water and energy sectors.  He is a professional civil engineer licensed in Washington, DC, Virginia and Maryland.  Keith has over 20 years of experience in planning, designing and executing major infrastructure projects in the DC metro region, Pennsylvania and West Virginia including seeing projects through construction as a consultant construction manager. He has both public agency experience at the District Department of Transportation and Fairfax County Department of Transportation, as well as, private industry experience working for one of the local DBE engineering firms and one of the larger regional engineering firms.  Some of his noteworthy and relevant projects include the overall initiation and management of the DC Powerline Undergrounding (DC PLUG) program, Pepco Capital Grid, I-495 HOT Lanes, St. Elisabeth’s East Campus Infrastructure Improvements and Sherman Avenue NW among many others.

Keith is a Howard University graduate from the School of Engineering, advocate for STEM programs, mentor, former Chair of the Board for the American Council of Engineering Companies (ACEC) of Metropolitan Washington and a member of the Fairfax County Public Library Board of Trustees. He was a panelist at DC NUCA’s First Utilities Forum in January 2014.

Keith Anderson was appointed Deputy Mayor for Operations and Infrastructure (DMOI) by Mayor Bowser on October 13, 2023. Anderson, one of the longest-serving cabinet members, returns to lead the cluster in which he began his service in District Government. Previously, he served as Interim Deputy Mayor for Planning and Economic Development, Director of the DC Department of General Services, Director of the DC Department of Parks and Recreation and Director of the DC Department of Energy and Environment.

With his extensive background overseeing the District’s environmental and sustainability programs, managing the District’s portfolio of buildings, and leading the District’s recreational facilities, spaces, and programs, Anderson will elevate and align the work of the DMOI cluster to support DC’s comeback. He brings deep institutional knowledge of District Government and strong insight of the hopes and needs of community partners to the cluster that works each day to build safer, stronger, and more resilient DC.

Rudy Gonzalez serves the Authority as Director of Procurement, Capital Programs.  Before joining DC Water in August 2019 he held similar positions at Chesapeake Utilities Corporation and the Washington Suburban Sanitary Commission.

In his role he is responsible for enhancing DC Water’s Capital Programs procurement capabilities, working in collaboration with the Authority’s Engineering and Construction groups to introduce best practices designed to impact the success of capital-intensive investments. Mr. Gonzalez is also tasked with leading the sourcing of Capital Programs include procurement planning, market outreach, developing sourcing strategies, solicitation approval, pre-bid conference coordination, bid and proposal evaluation, and approval of contracts and modifications. His work in Capital Programs concentrates on the strategic functions of the procurement process including category management, negotiations, supplier relationship management and supporting the Authority’s Business Development Plan. Mr. Gonzalez holds a Bachelor’s degree in Engineering, Route to Business from the University of Texas at Austin.  He is a member of the Institute for Supply Management where he is a Certified Professional in Supply Management. Mr. Gonzalez co-authored a 2019 cover article for Water Finance & Management magazine titled At A Crossroads: Is Now the Time for Water Utilities to Rethink Procurement and Delivery of Capital Projects?

Richard Kenney was appointed Deputy Chief Engineer in March 2017.  He previously served as the Program Manager for the Infrastructure Project Management Administration’s Team 1 for 5 years leading capital projects in Wards 1 and 2. His portfolio comprises approximately $1 billion in projects including the South Capitol St/Frederick Douglass Memorial Bridge, the Benning Road and Streetcar Project, the H Street Bridge Replacement, and the Theodore Roosevelt Memorial Bridge Rehabilitation. 

Mr. Kenney holds a Master of Business Administration from the George Washington University and a Bachelor of Science degree in Civil Engineering from Northeastern University where he graduated Cum Laude. He is a registered Professional Engineer in the District of Columbia, and Arizona with over 26 years of experience in Bridge and Roadway project design and construction administration. He is also a certified Project Management Professional. In his spare time he enjoys biking and running on the District’s many bike lanes and trails, most notably the Anacostia Riverwalk.

Doug Carlson is Chief Executive Officer of the National Utility Contractors Association (NUCA). He has served as the association’s top executive since January 2020. Carlson formerly served as the President and CEO of the Associated Builders and Contractors’ (ABC) Rocky Mountain Chapter in Denver, Colorado. Prior to his role at ABC’s Rocky Mountain Chapter, Carlson served for 15 years as the President and CEO of ABC’s Carolina chapter, and served as the top executive for ABC’s Greater Michigan and the Building Contractors Association in Northeast Indiana for several years. 

During his tenure at ABC’s Carolinas chapter, Carlson managed over 500 member company firms and an additional 1,300 member company branch offices. He oversaw the membership programs that grew the chapter 197%, from just 180 members when he took over in 2003 to 535 in 2017. Carlson also oversaw a robust state and federal legislation program for the chapter, and helped develop the Carolinas chapter’s Excellence in Construction awards program, growing it to a major event involving several hundred attendees.  NUCA’s new CEO has delivered results in a number of priority areas sought by NUCA’s Board of Directors. Since assuming command in 2020, Carlson has navigated NUCA through the association’s Covid-19 pandemic response, delivered new benefit programs to NUCA members, and oversaw the association’s healthy 6% membership growth. He is on track to guide NUCA to an expanded national chapter presence and membership growth in the years ahead.
