Keith Foxx, P.E., PMP, CCM is Principal at FOXXSTEM, a civil and structural engineering firm headquartered in Washington, DC that provides construction management, program management and engineering design support services for infrastructure projects in transportation, water and energy sectors. He is a professional civil engineer licensed in Washington, DC, Virginia and Maryland. Keith has over 20 years of experience in planning, designing and executing major infrastructure projects in the DC metro region, Pennsylvania and West Virginia including seeing projects through construction as a consultant construction manager. He has both public agency experience at the District Department of Transportation and Fairfax County Department of Transportation, as well as, private industry experience working for one of the local DBE engineering firms and one of the larger regional engineering firms. Some of his noteworthy and relevant projects include the overall initiation and management of the DC Powerline Undergrounding (DC PLUG) program, Pepco Capital Grid, I-495 HOT Lanes, St. Elisabeth’s East Campus Infrastructure Improvements and Sherman Avenue NW among many others.
Keith is a Howard University graduate from the School of Engineering, advocate for STEM programs, mentor, former Chair of the Board for the American Council of Engineering Companies (ACEC) of Metropolitan Washington and a member of the Fairfax County Public Library Board of Trustees. He was a panelist at DC NUCA’s First Utilities Forum in January 2014.
